10 Lower Street, Chagford
0544/11
Listed Building Consent to replace two windows
Parish Council Meeting: 13th Nov 2011
Parish Council Decision: The Council has no objection to the principle of this application. However, given that these windows open directly onto a third party land as was the case of the windows of the south west elevation in Application 0523/07, the Council consider that a similar condition should be placed on the limiting of the opening of the ground floor windows as was applied by the DNPA on that application at condition 3. “Full details of the proposed means of limiting the opening of the window unit together with … shall be submitted to, and approved by, the Local Planning Authority prior to its installation”
Should the DNPA be minded to approve the application without such a condition the Council request that it be allowed to present its reasons for the condition at a full meeting of the Members.

Full Planning Permission to remove garage from basement and create new garage under garden
Parish Council Meeting: 29th Jan 2012
Parish Council Decision: The Council objects to this application for the following reasons.
1. Given that this property is within the Chagford Conservation area, the Council considers that the proposed ground floor window (replacing the existing garage door) to be out of scale with the existing windows on this elevation and as such does not satisfy DNPA Core Policy COR4 a) (Demonstrate a scale and layout appropriate to the site and its surroundings, conserving or enhancing the quality and distinctiveness of the built environment and local landscape character)
2. The application does not include details of how the existing parking space, currently outside of the proposed location of the new garage will be recreated elsewhere. It is the Council’s opinion that this application should not be granted if an on-street parking space is to be lost.

Further Amended Plans to FPP to create a second storey on the existing dwelling
Parish Council Meeting: 11th April 2011
Parish Council Decision: Although the Council still has some concerns regarding loss of privacy by some of the properties in Southcombe and Lowerdated as received by the DNPA on 5th April 2011, is sufficient for it to withdraw those parts of its original objection covering serious loss of amenity.
However, the Council is still of the opinion that the increase in the height of the walls and ridge line proposed in this application are such as to change the vista from both the riverside and houses in Southcombe Street. The existing development on Valley View nestles into hillside: The proposed development will stand well clear of the surrounding landscape and create a large blot against the existing backdrop.
As is stated in the Council’s previous comments the original development at Valley view, including the church building, was agreed to be single storey with each dwelling not rising significantly above the land behind the dwelling: This is clearly shown in drawing 472-PR-010A.
The Council, therefore, continues to object to

4 Valley View, Chagford
0090/11
Full Planning Permission to create a second storey on the existing dwelling
Parish Council Meeting: 14th March 2011
Parish Council Decision: The Council objects strongly to the application for the following reasons,
1. Valley View is a small development of bungalows and a single storey church on the rising ground to the south east of the river Teign. It is the opinion of the Council that the addition of a second storey to this property will destroy the overall scale & layout of this area of Chagford and seriously diminish the quality of the vista of the town when viewed from the river footpath.
2. The proposed first floor windows in the south east and south west elevations will cause a serious loss of amenity [privacy] currently enjoyed by several properties in Lower & Southcombe Streets and particularly 10 Southcombe Street where both windows and the garden will be overlooked.
As such, the Council is of the opinion that the application fails to satisfy the conditions of DNPA Core Policies COR 3 & COR 4, Section a)

Listed Building Consent to remove defective render and re-paint all stonework; replace front door and fit new rainwater goods
Parish Council Meeting: 12th July 2010
Parish Council Decision: The Council strongly objects to two aspects of the Application.
With regard to the proposal to leave the front elevation of the building un-rendered, given that
i. all other dwellings in this 'building group' and those on the opposite side of the road have rendered finish, see photo 1; and
ii. the material used in this elevation, comprising mainly of small pieces of granite rubble and significant amounts of red brick is unattractive, see photo 2; and
iii. in at least two locations on the front elevation, the ends of supporting beam are visible on the outside surface of the wall leading the Council to believe that this wall must have had surface rendering to prevent moisture ingress into these beams; and
iv. the building is within the Chagford Conservation Area and visible from the churchyard
the Council is of the opinion that the proposal does not satisfy the requirements of DNPA Core Policy COR 5 and the property should be returned to a lime rendered finish.
In principle the Council had no ob

It was also noted that all of the external changes were such that they did not damage the existing structural form of the building and therefore could be easily reversed should that be desired by a future owner.

As such, the Council is satisfied that the Application satisfies the appropriate elements of DNPA Policies COR 3, COR 4, BL4 & BL6.
In reaching this decision the Council identified three elements of the proposed drawings where the applicant's intensions are unclear. The Council logic in reaching its decision is defined for each item in the following paragraphs. Should these assumptions be incorrect the Council requests that it is given the opportunity to comment on the corrected data before a final decision is made by the DNPA.
I. Kitchen extraction and hotel ventilation schemes.

Erection of replacement dwelling (re-submission of 0586/10)
Parish Council Meeting: 11th July 2011
Parish Council Decision: The Council can see no reason for the inclusion of synthetic weatherboard to the upper elevations of the dwelling. This is a design finish that is not used in the immediate area or generally elsewhere in Chagford. It is the Council’s view that such a finish would not enhance the quality and distinctiveness of the built environment and local landscape character and as such does not satisfy the DNPA Core Policy COR 4. For these reasons the Council objects to this Application.
Should to Authority be minded to approve this Application the Council request the opportunity to speak at the relevant Development Management Committee meeting.
